Sanming Ethnic and Religious Affairs Bureau Opens 1 Public-Sector Position: What Foreign Founders Should Know

Sanming City's Ethnic and Religious Affairs Bureau is hiring one professional staff member for its service center. Here's practical guidance on eligibility, application, and what this means for foreign founders operating in China.

Sanming Ethnic and Religious Affairs Bureau Opens 1 Public-Sector Position

Foreign founders running companies in China often monitor public-sector hiring notices because they signal local administrative activity and can inform workforce planning. The Sanming City Ethnic and Religious Affairs Bureau has announced a public selection for one staff member at its directly affiliated public institution, the Sanming Ethnic and Religious Affairs Service Center. This article summarizes the key points from the official notice and offers practical guidance for foreign founders.

Position and Eligibility

The open role is a professional technical position (专技人员) at the Sanming Ethnic and Religious Affairs Service Center. The selection is open to:

Candidates must also satisfy general requirements:

Selection Process and Application

The selection follows the principles of openness, equality, competition, and merit, and proceeds through: notice publication, registration, qualification review, examination, medical check, investigation, public announcement, transfer procedures, establishment registration, and employment contract signing.

Information is published on the Sanming Human Resources and Social Security Bureau website (http://rsj.sm.gov.cn/) and the Sanming Ethnic and Religious Affairs Bureau website (http://smmz.sm.gov.cn).

Registration details:

The Bureau's office conducts qualification review using the Fujian Province 2026 Civil Service Examination Professional Guidance Catalog for setting and reviewing professional conditions. Applicants are responsible for the truthfulness of their information; any falsehood will lead to cancellation of examination or selection eligibility. Review occurs throughout the process.

Examination Format and Scoring

In principle, the selection uses an interview. If 20 or more eligible applicants register, or due to special needs, a written test plus interview may be used.

The examination tests basic qualities and abilities required for the position, following the Sanming Municipal Public Institution Staff Selection Implementation Measures (Trial) (Ming Ren She [2019] No. 217).

If only interview: All qualified applicants enter the interview. Interview score is the total score (max 100, pass mark 70). If two or more candidates tie and the ratio of intended medical-check candidates to the position exceeds 1:1, tied candidates take an additional interview, and ranking is based on the additional score.

If written test plus interview: Total score = 50% written test + 50% interview. Interview candidates are determined from those meeting the written test pass mark, in descending order, up to 3 times the number of positions. If fewer than 3 times, all who pass the written test enter the interview; if the last place is tied, all tied candidates enter. Before the interview, if a candidate withdraws, replacements are drawn from those above the written test pass mark in descending order. Written test max 100, pass mark 60; interview max 100, pass mark 70. If total scores tie, ranking is by written test score; if both written and interview scores tie and the number of medical-check candidates exceeds positions, an additional interview is held and ranking is by that score.

Scores are rounded to two decimal places. If no candidate reaches the pass mark, the position is cancelled. Results are published on the Sanming Ethnic and Religious Affairs Bureau website.

Medical Check, Investigation, and Announcement

Medical-check candidates are determined in a 1:1 ratio from those who pass the examination, in descending score order. The Bureau arranges the check according to the Civil Servant Recruitment Medical Examination General Standards (Trial), and candidates bear the cost.

The Bureau then determines and organizes investigation of candidates, using interviews, coordination, site visits, and file reviews to assess political thought, moral quality, law-abiding behavior, integrity, ability, and work performance, and to verify information in personnel files.

The proposed selection is published on the Bureau's website for 5 working days. If no objections arise, transfer procedures are processed.

Other Important Notes

Practical Takeaways for Foreign Founders

For foreign founders operating in China, this notice illustrates the structured and transparent nature of public-sector hiring at the local level. While foreign-invested enterprises do not typically recruit for such positions, understanding eligibility rules—such as age limits, degree cutoffs, and avoidance provisions—can help when advising local partners or navigating government interactions. It also highlights the importance of monitoring official municipal websites for updates, as procedures and deadlines are strictly enforced.

If you are considering setting up or expanding operations in Sanming or elsewhere in China, ensure your team stays informed about local administrative changes and maintains compliance with personnel regulations.
